We don't really know if it is safe. Below is the current data. It would really depend on how well it works in suppressing the virus.
If it drops the virus to almost Zero, then it would probably be relatively safe to use. But long-term exposure to the infant is worrisome. Honestly, we simply don't know if it is safe.

Emtricitabine and Tenofovir disoproxil fumarate is a combination drug product indicated for use in HIV infections. From a study conducted to investigate the concentrations of emtricitabine and tenofovir in the breastmilk samples of 5 HIV-infected women, it was found that breastmilk concentrations of emtricitabine and tenofovir were 2% and 0.03% respectively, of the normal oral dose administered to an infant.[1] These women were treated with emtricitabine 400 mg/tenofovir 600 mg, at the time of delivery, followed by emtricitabine 200 mg/tenofovir 300 mg daily for 7 days postpartum. The breastmilk concentrations for emtricitabine were 177-679 ng/mL, while those for tenofovir were 6.8-14.1 ng/mL. Considering this, the relative infant dose for emtricitabine ranges from 0.9-3.6% while those for tenofovir ranges from 0.02-0.5%.
